The SES is a select group of 8,000 high-level senior civil service employees in the U.S. Civil Service.

Most people don’t know that the Civil Service is independent of the federal government … yet they are responsible for the hiring and dismissing of government employees … plus assigning pay levels, making policy decisions … and more.

Up to 10% of Civil Service bureaucrats can be appointed by the President of the United States. The rest are career government bureaucrats that transferred from federal government agencies.
